Every card added to the districts provides unique privileges and victory points, creating a layered and rewarding gameplay experience.

The game progresses as players expand their districts, with the end triggered once a player successfully builds nine or more cards into their city. At that point, the competition concludes, and the player with the highest number of victory points is crowned the greatest urbanist of Chang’an.
